2San Global is a company previously investigated on this platform in the context of its Australian operations. This investigation focuses on what the UK and global accounts reveal — and on a separate but closely connected company, Medco Solutions, whose accounts raise questions that remain unanswered.

The UK entity, 2San Global Ltd, was incorporated on Companies House on 26 May 2020 — two days before Dean Hales' brothers Gareth and Charles incorporated Sante Global. All three of Bruce Hales' sons were establishing businesses to supply PPE and Covid tests at the start of the pandemic within days of each other.

What the Accounts Show Year by Year

Unlike Sante Global, which was a highly successful contract winner, 2San Global's identified government contracts are modest: AUD$25 million in Australia and approximately £5 million in the UK. The accounts, however, tell a very different story.

In 2022, a company with 15 employees and negative net assets paid over £47 million in dividends to its directors — with approximately one third of that going to Dean Hales and his associated entities. At the same time it paid over £13 million in Corporation Tax. The 2022 accounts require an explanation that the identified contract values alone cannot provide.

Danish entity also reporting large turnover. The Denmark operation appears to function as the primary import source for goods sold into Australia and the UK, consistent with the creditor balances shown in the Australian accounts.

The overall picture across three jurisdictions — UK, Australia and Denmark — is of a wholesale operation moving very large volumes of goods during the pandemic peak of 2022. The identity of the end buyers remains the central unanswered question.

The Medco Solutions Connection

Dean Hales also owns a company called Medco Solutions Pty Ltd in Australia. A separate UK entity — Medco Solutions Ltd — shares connections to the same network and was a significant winner of UK government contracts. Understanding the relationship between 2San Global and Medco Solutions is, we believe, critical to understanding where the money came from.

2San Global hires 13+ members of the Test & Trace team
In March 2022, 2San Global recruited at least 13 members of the UK Test & Trace team, including Mark Hewlett — a director and executive committee member at the UKHSA, the very agency that was awarding contracts to Medco Solutions. This creates a direct personnel overlap between the contract awarder's team and the 2San network at the same time the contracts were being fulfilled.

The Questions That Need Answering

Was 2San Global acting as the wholesale sub-contractor for Medco Solutions Ltd in fulfilling its DHSC Covid test contracts — and if so, does this explain the £47m dividend and £160m admin fee outflow?
The contract awarded to Medco Solutions Ltd on 31 December 2021 has its sub-contractor details redacted. Should those sub-contractors now be disclosed to the Covid Inquiry and to the public?
Were the DHSC and UKHSA aware that 13+ members of their own Covid Test & Trace procurement team had joined 2San Global — a company connected to both the contract winner (Medco) and the wholesale supplier potentially behind it?

We are not suggesting wrongdoing by any of the individuals or companies named in this investigation. We are asking for transparency. The Covid Inquiry represents the right forum for these questions. The sub-contractor details on the 31 December 2021 Medco Solutions contract should, in our view, be made available unredacted.
